Based on the Ministry of Health’s concern for the safety of society from the scourge of addiction, and in implementation of the articles of Law No. (15) of 2007 regarding narcotic drugs and psychotropic substances, a specialized authority in the Ministry was assigned to manage the affairs of Narcotics, Psychotropic substances and Precursors for the purpose of achieving a balance between the availability of Narcotic substances, Psychotropic substances and Precursors For legitimate use medically, scientifically and industrially, with a guarantee not to misuse it, which is detailed in the proper management of these substances.
The Competent Authority was keen to review and update all procedures and controls, which was reflected in the organization of all transactions and the development of electronic systems, which allowed ease of dealing in addition to the availability of accurate statistics for the movement of these substances within the Kingdom.

What are Narcotics ?

Each natural or synthetic substance or preparation listed in Schedules No. (1, 2, 4, 5) of the first group attached to Law No. (15) of 2007 regarding Narcotics and Psychotropic substances , as well as the substances and preparations listed in Schedule No. (3) of the same group If the percentage of Narcotic drugs exceeds the percentages specified in this table.

What are psychotropic substances ?

Each natural or synthetic substance or preparation listed in Tables No. (1, 2, 3, 4) of the second group attached to Law No. (15) of 2007 regarding Narcotics and Psychotropic substances.

What are Precursors ?

Every natural or synthetic substance with medical uses that may be used illegally for the preparation of Narcotic drugs or Psychotropic substances, from the substances or preparations listed in Tables No. (1 and 2) of the third group attached to Law No. (15) of 2007 regarding Narcotics and Psychotropic substances.
